The 1850 Census recorded Consider, aged eight years, living with his father Horatio Flowers, a 52 year old Farmer, his mother Mary, aged 47, and his brother William, aged 14 years

Consider Flower was born on December 8, 1841. He was the youngest child of Horatio Flower and Mary Elmer; he had two older siblings, Louisa, 15 years older, and William, 5 years older. His parents had married in 1822, and were around 40 years of age when Consider was born.

Horatio was a farmer in Ashfield, Massachusetts. Several members of his wife's family, the Elmers, lived nearby. In the 1850 census, the first in which Consider appeared, Horatio recorded the family farm as worth $700.
