Lynn Haven , Florida
The idea of a veterans colony in the South developed in part in recognition of the benefits the southern climate would provide for aging soldiers. The best known colony, Fitzgerald, Georgia, founded in 1896, also had the aim of promoting reconciliation between North and South. The National Tribune Company established two colonies in the south, St Cloud in Florida's Kissimmee Valley, in 1909, and Lynn Haven two years later.
Advertisements for lots in Lynn Haven first appeared in the National Tribune, a newspaper for Civil War veterans that became the official publication of the veteran's organization the Grand Army of the Republic, in July 1910.
Flower seems likely to have seen one of those ads, and to have purchased his land from the St Andrews Development Corporation sometime in the middle of 1911. On August 31, 1911, the colony's new newspaper the Lynn Haven Tribune published a report that Flower had written to the Corporation that he was planning on leaving Alaska to travel to Lynn Haven in September.
Lynn Haven was laid out on a grid, with numbered streets running east and west, and avenues named for various states running north and south.
Flower built his home on a lot located at Eighth Street and Pennsylvania Avenue; he also owned another lot on Virginia Avenue.
As the community developed, Lynn Haven added a cemetery, a park, a school, a hall for the Grand Army of Republic, and a statute honoring Union soldiers, the only one in th South. Although the St. Andrews Bay Company went bankrupt in 1917, and the population shrank in the 1920s, as the elderly veterans died, Lynn Haven survived, and became a city in 1927.
